Finally, I was able to make the server browser work online with Steam.
If you are having issues with the packaged Shipping version, just add a steam_appid.txt file to the [packaged game's folder]\[Your game's name]\Binaries\Win64
The content of the txt should only be the steam app ID you are using (480 is for testing)
