Steam Free alternative to Hammuer?

I would really like to convert source engine maps to ue4, but I don't really want to pay for a program/plugin when so many people like Nem have made programs for source and just uploaded to help people with map making. I don't really want to pirate it either, but if it's my only choice I guess I will.
