This download includes two addons - spectre_hud and threebow. Threebow is helper library containing general-purpose things for many of scripts. Just drag both of them into your addons folder, replacing threebow if it already exists (from another one of my addons.)
You can then configure the script by editing addons/spectre_hud/lua/spectre/config.lua.
You should also add the fonts to your FastDL, located in addons/spectre_hud/resource/fonts.. Just hit the FastDL Sync button on your host and you should be fine.
