Best Female in Naruto?

No female character really did anything except for Tsunade, so for purely going off canon I have to go with her but if were talking about characters that had potential for development I'd probably say Hinata the way she was treated by her clan her potential to evolve her bloodline and how one of the hidden villages tried to kidnap her when she was young could have combined to make a really interesting character.
