All Points Bulletin, a game released in the mid 2000s had a design editor. Similar to the more recent Forza titles. Extremely advanced for it's time, you could make your own clothing designs and sell them on an online marketplace for in game money. The customization in that game is still incredible today, with how you could layer clothing items yourself. Wear a jacket over a hoody, tuck your pants into your socks. Tons of variety when it came to customizing your characters clothes and even face/body. Seen someone with Arnold Schwarzenegger as their character in that game.

The way it worked in APB was, you could by a clothing item for really cheep like $100 and slap the design on it, and then you could duplicate it for the cost of the shirt, essentially printing T shirts you could put on the marketplace for x amount of in game money (you chose the price). Very neat concept and a fun way to make bonus income in game, even though time consuming. Still rewarding though since making a design that looks good is an accomplish in and of itself.

The way Forza does it is a lot different. You can make a decal and people can download it for free, and you get an amount of money in game depending on uses, downloads and likes. Alternatively you can make a private decal, put it on a car and then sell the cars on the auction house.

The closest thing we have is the Emblem creator, and it sucks. Sure you can do some amazing things with it, but it's so much harder to use than the latter games noted synonymous counterparts. You can not move the crew design around at all when you place it, they definitely need to get on the Forza decal designer or something. Too many cars in their games look samey, especially online.
