I agree with many of the posts above (to a degree). Many people (if not most) would recommend against buying followers due to them being bots or fake followers. Nevertheless, if your goal is to gain followers for appearances sake, purchasing followers could actually work in your favor. Having a significant number of followers will make your profile seem credible (regardless of whether they're real or fake) as opposed to not having a significant number of followers (where people may deem your account unworthy of a follow). Having a significant number of followers paints the illusion that you are someone important or desirable enough for a massive amount of other people to follow, which triggers the Fear Of Missing Out (FOMO) effect, pushing them to hit the follow button faster than they normally would otherwise. This strategy works effectively because unfortunately no matter how great your content is, people hesitate to be one of the first ones to follow, like, or comment. Having engagement already there gives them a gentle nudge and shows them that it's okay, because you already have social proof. At this point, you will now have a mixture of fake and real followers.

It is not to be mistaken though, you don't only want to rely on the purchase of followers (whether they be fake or real), because then your engagement will be low. If you want to grow your Instagram effectively, in addition to the purchase of followers, you're going to need to post desirable/shareable content (content that could go viral).
