WHY THE SEARCH OPTION not placed in the top navigation

i'm new to this wonderful forum, and i have a doubt.

" WHY THE SEARCH OPTION not placed in the top navigation ?? "

it is in the footer but generally you'll find that in the top navigation just for better user experience.
