It's not geo locked to countries.

as in I can't say ok hound from any app. I have to open it. and it is geo-locked. according to google play the UK can't get it (But I downloaded their apk).

Probably because it's still being developed.
Also, it's not geo-locked because otherwise you wouldn't be able to use it (connect to their servers).
