How do i optimize & improve the way i save money.

I feel like im constantly telling my self that im not going to go crazy wit my next pay at all, but then i keep failing to stand by my words. ive tried downloading apps that help but even those dont seem to help. i make 700 a week but spend about 400 on rent, etc. Im reading every comment
