That does justify it, actually. It allows the game to be played as it was meant to be, not with a bunch of cheats to ruin it for themselves and others.
IF I REMEMBER, Osu! was starting to be, or is, a very competitive game with competitions and tournaments.

I'm going to have to agree here. It's nothing personal, quite literally. It's to protect the legitimacy and honesty of the game.
