Despite that, you can trace it back to it's origin. Which is "Lolita" in which is a book that the original description comes from, which is young girls in fiction, created for the specific reason to draw in those who have a sexual attraction towards it. As mentioned above, how this is portrayed depends on how each writer use it. But the idea behind it is to provoke a sexual attraction from the audience. Which is why "Lolicon" manga and anime are directed towards a younger audience, it was never meant (originally) for people who are 20 plus in age. While yes it is a man-made word, it still has a specific meaning. The logic that "each person defines it differently and thus it is differently" is stupid.
By that logic I can go to the President of the USA and yell; "I am going to fucking murder you and your family!" and then sue the Secret Service/Police for arresting me for saying "Good day, Mr.President" in my own definition of the words. Words have a specific meaning regardless of what the minority means. "Loli" is derived from "Lolicon" which is taken from "Lolita" and is a genre of fiction to refers to sexual content featuring underage/young girls. No matter how people define it, that is what it means.
