Though I assume you were trying to either get me to directly deny it being Loli or stating that it is Loli. Both which are wrong, and even if the original character is such then whomever made this image didn't try to mimic that style. Thus it falls more towards being "Seinen" than "Loli". The art style that is. It's a bit hard to fully analyze character traits based on a single image. Not that I would be a valid source to identify "Loli" to begin with, so as far as instantly identifying it goes, I would probably be a really horrible choice for a person to ask. (Picture wise.)
