"Lolicon" or "Loli" is also a genre, and not a personality trait. Hence why you have "Lolicon Manga/Anime". As "Lolicon" and "Loli" refers to the "Lolita Complex" originating from the book "Lolita" which refers to attraction towards young or prepubescent girls. That being said, within Japan "Lolicon" is also used to describe a specific character personality, but to avoid confusion it is more commonly referred to as "Erotic-Cute" or "Erotic-Kawaii". Outside of Japan, the term "Lolicon" is more or less specifically used when someone are talking about the genre.

As we are talking about "Loli" and "Lolicon" then we are talking about genre or characters who are noted to be "erotic", either way I don't see what you are trying to get with that image, though if I was to give a single word that described the character's personality traits based off that image alone then it would be:

Mysterious

That is based of the drawing style and the format it is drawn in. (It is strangely alike to Miasaki Mei from the anime "Another" in design, and mysterious is exactly what she was meant to be.)
