Loli is the abbreviated form of "Lolicon" and thus it inherently means the same. It refers to a popular genre, but in later years have been more common to refer to the personality time that is the main focus of the genre. This personality type is a young girl or a young looking woman (appearing to be around 12-years old) who also act as if they were that age, with the focus to provoke a sexual response from their target audience which more commonly is young boys or teens.

Lolicon isn't derived from lolita. Lolicon is someone who is into young looking girls, it's not a genre, it's a personality trait.
Lolita is indeed the name of a Russian book, and lolita means "sexualised girl", to make it easier for you, slutty, revealing etc.
Loli is a further abbreviation of lolicon, though it is originally from lolita, and has the slang meaning of a young looking girl.

Also I'm done with the debate, no one uses the definitions you provide and I've asked tons and I mean tons of people for their opinion. None agree with you.
