Once you create a thread, you'll have a lsit of user groups who can view, reply, make polls, etc.

You have to change the user group permissions inside the thread. So if you only wanted a VIP user group to view "VIP Thread" inside the VIP Forum, you'd have to set view for everyone, a part from VIP, to not view. It's literally a simple case of moving View from the left section to the right.
