Discord or TS3

Discord all the way, offers free servers. Plus more and more people are joining the discord community everyday. There's IP protection, DDoS protection, browser support, an in-game overlay, it's low latency, houses custom hot keys, smart push notifications, permissions, multiple channels, and individual volume control. There is probably more that I'm missing but as you can see it's basically skype and discord combined.
