Lower leaking, make this more of a general forum

So this is going to be a little tricky but if we put our minds together we can probably think of something that can benefit the whole community.

We've upped the requirements twice. Leech meter is completely useless.

Impossible unless Aisaka invents an AI that understands what each post is and decides if its high quality or not.

We can't get rid of leechers, but we can get more active members which are here for the lounge, usergroups etc.
