[Garry's Mod] my_hat_stinks cuffs

I'm gonna upload a lot of addons I have which will be usefull for people, and as told in my previous post where I leaked Circle Printers for you guys, then I'm gonna publish Cuffs which can be usefull in many situations. If you have a DarKRP or SCPRP or something else like that, then give it to the police or kidnappers etc.
