Can PayPal accounts verified by Virtual Credit Cards receive payments?

Alright, so guys in my country paypal accounts cant receive payments but can send payments. My question is is it possible to receive payments through paypal if I made a paypal account through a USA virtual credit card to make it verify and all? Give me your views
