Intel xeons are something middle and AMDs are the worst. Look for sigle core perfomance if you want to host server with many players and/or heavy addons. Next thing is RAM and disk space. More players/addons - more ram, i dunno how many but for 20-30 players 1GB is fine for linux servers. SSD is prefable due faster loading but HDD is fine too. Third thing is host stability, maintenance features and tech support. One time i used cheap and powerful hosting but it had some problems and sometimes i couldnt even start my server and tech support couldnt help.
