Are you sure it's caused by your CPU? What's your other specs such as RAM, graphics card, etc.? Any biased software that may slow down the computer?

Also, there is dedicated hardware just for streaming, that you insert onto your motherboard, maybe it will be cheaper with greater payoff, just search.
