#2 Just make sure the rules are nice and relaxed, and the admins don't have a power trip every 2 seconds and it'll be fun 
All the current DarkRP servers plaster servers with rules that actually stop you from doing any kind of RP.... if I wanna setup a boxing club I should be able to without being banned for "RDM"!
