I like the idea. The permanently banned username stealing is a go from me. I think inactive members shouldn't be allowed to just sit with a name which is essentially being wasted.
The inactivity period should be long though, like a year. If you can't log on like once a year, you clearly don't care about your username that much.

Myanimelist do something similar, if you have less than X time online,X amount ofposts and X time since last visit.

I think banned members names should be up for grabs.
