This is not true at all. SLI simply makes two video cards act as one. This greatly improves video quality, no matter what cards you are using.

NOTE:It is ALWAYS recommended you use the same two kinds of cards (two of the same cards is the best, but two 1080s from different companies will suffice), but that isn't to say two GTX 960s with SLI would be bad. ANY SLI is good, no matter the card type, and it in no way is bad if you have "cheaper cards". There are no problems with cheap cards.
