Update: Yeah the troubles I've been having with the gamemode have to do with not knowing how to set it up properly. However, this leak does include all of the Sv_ files which is good.

Do not upload the .sql, it's just there for no reason, it automatically creates the tables. Your MySQL should have it been configured to skip external locking if it's Ubuntu / Linux based.
