As someone who knows a few people involved with making cheats for games (Counter-Strike: GO being one of them), I can say that VAC is pretty much a big joke. VAC works by scanning code for patterns. Once it determines that a bit of code is doing something it doesn't like, it flags that code, and everyone using it will get banned. In order for cheats to get around this, they simply change their code's signature, thus having the code no longer being flagged because it's structure/pattern is different. This is done with what is called "Junk Code". This junk code it just a random bunch of C++ (or whatever the cheat is coded in) nonsense to confuse VAC and change code signature.
