Just because the G-word that Valve doesn't want to say (Gambling) has caused them to put the 7-day trading ban means that trading will be slowed.... It doesn't meant hat gambling and other things will die -- unless they start targetting the trading bots... getting all of the items locked in place.
It does make sense from the angle they're trying... The whole "it helps us resolve and prevent scams"
