I believe you should go for either a post apocalyptic map or go with something from Russia or Ukraine.
I remember playing on maps that have something like this, and it was really fun.

For addons (if you can get themto work) you should get the Stalker SWEPS and Anomalies, along with playermodels.
It would be extremely interesting if you could setup some sort of Factions system that corresponds with the existing factions
Which would be like Duty, Loners, Monolith, etc.
