As many said OVH if you want no lag at all, but if you want to go shared hosting i recommend clovux, zippyhost or skynode they are the best imo you can ask skynode if you would like to get a test server and check it out, most of the time stays 20tps. Plus you need to know how many plugins you are going to use, if you are going to use small amount of plugins shared hosting is the way and its cheaper but if you plan to go big OVH for sure no doubt about it.
