The ban rate is extremely low, but yes it's frowned upon and is against the rules,as well as selling steam accounts and practically any other account.

I will rephrase my last post, acknowledge the fact that there is an incredibly small risk that you'll get banned considering it's against the rules but this most likely won't happen considering many accounts are sold on a daily basis, I also speak from experience.
