I can also do this, requires no password, and the phone can't be restored. For iCloud locks, eBay sellers will do the dirty work for you. People also do phishing for iCloud PWs.
This is sort of old, but contains files used for phishing iPhone 6 if you can find the user's email. Kind of a neat grab just to see how they do it.

You can also find plenty of iCloud crackers on Twitter. It's like thesea of iCloud crackers there.
For iPads, you can find repair shops who can replace/change the memory on the logic boards to remove the lock via new serial number as well. This method won't work on phones though.
