What games has the most hackers?

Any game that is popular, and has easy ways to get cheats for it is bound to get a lot of cheaters.

If it takes a little more effort then a little effort most people will just decide not to try. (spend their quality time).

So anyways, in this case: yeah i agree Counter Strike and Minecraft because they fit the two criteria above i mentioned ; they are both popular games with a large playerbase (and also it helps that they are games mainly played by kids) and both are games with very easy accesible cheats, those two are for sure high on the list at the unexisting list of games that have the most hackers.
