Is this game really dead?

A game like this, almost like GTA with such a large player base, doesn't die off that easily. Yes it slowly lose interests but won't completely die off. 1.13 is coming soon and a "lot" with big quotation marks around the lot.. of people are hype for it, though it would quite ruin the game for low end PC players, still a pretty large update, almost like 1.9.
