What does it do? It's a leveling/ranking system for each job. Tier 1 cops can have different weapons, health, armor, salary and more from tier 3 cops if you want. Tiers are earned through playing and doing various tasks.
A good way to have loyal players progress through jobs, while preventing newcomers from having too good stuff and potentially RDM with powerful guns.
Example
Instead of creating a job Cop, Advanced Cop and Elite Cop you can have it be one job and players can progress by playing. Rewards committed players
