I understand why it sucks, but if you look at it from a company's perspective, you'll understand that it makes sense to do it.

Not to mention, they put in the cooldown system to combat scams, are you telling Valve to stop caring about their users, wow Zenith!
As you can see, they can use the cooldown part of PR as well : )

Just find it irritating how people used to praise valve for being "such a good company" then all of a sudden they make a complete 180.
From what I know now though this won't affect me since I'm a tf2 trader and they haven't gotten targeted yet.
