Could go two ways. OP gives you the original email that the steam was created with and you secure it from there on or he just changes the email to your email but having the ability to gain access to that account again even if you have 2fa/mobile linked to it. And it's not hard to level up it just takes quite a bit of time. You can easily get 1k games for around $60-$70 and farm those cards then using a site like steamexchangecard to trade your cards for cheaper ones and then level up. It's just something tedious hence people rather buy accounts or card sets.
Considering your account is VAC and barely has any good game it'd probably go for around $50. The main reason being it's VAC'd. No one likes having a red text on their profile.
