90% of Indian computer users cannot send email

Is this not being taken out of context, I mean 12% is taking into the whole of India yet not every area of india use'sor has access to computers. Just like if I did a report on UK,USA,FREANCE etc you would see a high% would be able use computers, yet in certain area's of these countrys the % would be lower, if we take into account the older generation that dose not use or want to use. As much as we havea babyboom, we are still outnumbered by the number of older people.
