Is Zoe OP?

With her nerfs in the past patches she's definitely a champion who scales off the player's individual skill, and must be played correctly to be useful (at least in the later stages in the game). Facing a good Zoe can be very frustrating, but bad Zoes are laughable and feed pretty often.
