Is Fallout 76 Multiplayer only?

its going to have 3 modes, like elite dangerous. there's open, which is multiplayer with no limits to who can join, a private group that you can set up so only people you invite can join, and a "solo" mode that is just you and npcs. bear in mind that all 3 modes still need internet and each of them will have npcs
