Which game has the best graphics?

I'm gonna say FF XV for about 75% of the game but the other 25% are just bland placeholder assets it feels like, not to mention the npc's straight out of sonic '06. I really like Dishonored and Dishonored 2 for their art styles and how well everything blends together. The Evil Within games also have some great visuals for what they are.
