Cereal first is clearly the superior choice. You're not really 'eating' the milk, just the cereal. So, pour the cereal first, judging how much you're hungry for. Then, you can add an appropriate amount of milk. Milk first, and you're either committing yourself to a certain amount of cereal, or you then have to pour more milk after the cereal amount you want, or just waste milk if there's too much.
