In my experience people have an idea pop in their head to google for tools and get them, I am assuming in 24 hours they will completely forget or to have simply moved on to a different site.

This would also be a good way to approach this. Keeping it hidden for a period of time and have approval for the section would work probably the best. That way its more monitored. But that's also a lot of work for the staff too.

Simply keeping it hidden for 24 hrs will also take the leaks off the public so less spam accounts more legit userbase.
