I'm just replying, it's not my call, but I would be pretty surprised if Aoki even considers the third one. It's essentially devaluing peoples contributions to the forums unless they pay for an upgrade.
Are leechers annoying? Yes, of course. However, NBB is in a niche where they play a rather big part in traffic numbers which is kinda important when you run ads for revenue too. It's about moderation, not just putting up a stone wall around the default user group. That affects more than leechers, doesn't it?
