How To Unlock Bootloader of Galaxy S9/S9+ (SM-G9600/SM-G9650) Snapdragon
Step 1: Enable Developer Options
Go to Settings > About Phone > Software Information.
Locate the Build Number option and tap it 5-7 times quickly to enable the Developer Options.
Step 2: Enable OEM Unlock
Open the newly-added Developer Options from the Main Settings page (usually down at the bottom.)
Toggle/enable the OEM Unlock option.
Step 3: Run CROM application
Download and install the Samsung-developed CROM app from here or the Galaxy Apps Store
Open CROM applicatioon
Drag the Slider to unlock the Bootloader
Wait until it finishes unlocking.
Apparently it's more likely to work if you remove your Samsung Account info from the device before doing step 3.
