How To Unlock Bootloader of Galaxy S9/S9+ (SM-G9600/SM-G9650) Snapdragon

Step 1: Enable Developer Options
  • Go to Settings > About Phone > Software Information.
  • Locate the Build Number option and tap it 5-7 times quickly to enable the Developer Options.

Step 2: Enable OEM Unlock
  • Open the newly-added Developer Options from the Main Settings page (usually down at the bottom.)
  • Toggle/enable the OEM Unlock option.

Step 3: Run CROM application
  • Download and install the Samsung-developed CROM app from here or the Galaxy Apps Store
  • Open CROM applicatioon
  • Drag the Slider to unlock the Bootloader
  • Wait until it finishes unlocking.

Apparently it's more likely to work if you remove your Samsung Account info from the device before doing step 3.
