How to INSTANTLY delete/PERMA ban ig account

Its always good to release things too the community, however I personally would feel bad about doing this. Generally its unlikely to obtain the account of somone you have a vendetta against, so really the only purpose I can think of is randomly deleting peoples accounts :/
