Opinions on CBD ban in NY

Although this is a step backwards and doesn't help the effors for legalization, I personally think they're banning them because they still aren't sure how to regulate them. Once they can find a solid way to regulate the market and squeeze some tax dollars out of it I'm sure they'll be all for legalization, but that'll probably be years from now.
