HTTrack is already a free to use software that you can download anywhere. It's a basic program that you enter in a URL and adjust the setting of what you're looking for, then scans the page of the URL you just entered, will scan for additional files (links, scripts, stylesheets, images, etc.) and do the same with them while downloading all of them locally.

So, don't expect to be able to download this and clone Facebook, because it won't have any of the PHP functionality or anything else required to make the website function like it should. It works more as a program to quickly steal all the resources for a website or template and be able to use them yourself without having to do it all by hand.
