Serious Amazon Shipping Issue, Help

#1 So I've never shipped something out of the country, and I'm stuck with one part. It's asking for the State/Province/Region on Amazon, and I can't seem to figure out what to put. I want to ship some gifts to the girl I like (she gave me her address). I think I'm putting the right thing, but it's not working.
