The 'good' cops get no where near the amount of training that they need to deal with the day to day reality of being in physical conflict with people and it's no wonder they use excessive force, they feel overly threatened because they lack skill! I personally think you have to deal effectively and quickly with bad cops, we need justice to be swift and frankly cops need to be held to a higher standard than the public, but we also need to increase the quality of cops and that means more funding.
