Are these just normal 3d models that can be imported into something like unity or do these require ue4 for something specific?

These are UE4 mannequin rigged characters and their blueprints to have them modularized. If you haven't touched Unreal Engine yet, it might not be the best palce to start to be honest. (Check out some tutorials first).

WIth some FBX exporting it may be working with Blender or any 3d package and from there you could import to unity but frankly, if you check the original link description of the unreal marketplace, you'd know more about what and how.

A Game-Ready modular, lowpoly, rigged with Epic Skeleton character with PBR textures.

The Character is integrated into the third-person game project. Character has Epic skeleton and use Epic Animation for the demo.

Character have 31 modular skeletal meshes with several skins for each module:

3 Heads (4 skins)
3 Shirts (9 skins)
3 Pants (9 skins)
3 Boots (9 skins)
7 Tactical vests (3 skins)
4 Hands & arms (2 skins)
3 Caps & helmets (9 skins)
2 Backpacks (3 skins)
3 Rifles (3 skins)
Modules allow you to assemble over 2 million different characters.
